Take my advice, my friend, which is, just blame the person who came up with that format. Also, if you want to know my opinion, I think the reason the staff decided to add the bullseye round to the show in June of 1992 was because they were just trying to keep up with the times. Kind of reminds you of that song by Bob Dylan, doesn't it?
The format changes seemed like novel ways to revamp the format begore it got stale. Ray was about as good as Richard was and while the new ideas up the ante, they do drag at times. Later revivals dropped it all, though many new hosts didn't have the charisma. Save for Steve Harvey, he could counter anything a contestant would say (even with the more modern approaches shows have taken) and make it even more funny, and is probably my all-time favorite host nowadays...
