I think that once they really started to lean into the Emperor manifesting as a God in the Warp angle, they were like "What kind of daemons can we give him? We have a lot of Space Marine moulds laying around...", and it would fit the aesthetic of Imperial forces, its one of the few long term angles that they've actually done well as they've always kept mystery around them. If they were to have Dread's though, I feel that they would need to kill off some of the established ones like Bjorn to give them a bit more creedance as a Warpborn champion of the Emperor, truly great heroes and Bjorn is pretty much the greatest Dreadnaught hero in the Imperium, the man walked with the Wolf King! While they could never outright identify them, a little teaser here and there to a "possible" identity...could be some great build. Though dang, what they'd have to do to finally kill The Fell-Handed, that'd be intense, he hasnt survived for over 10000 years for nothing.

I like the concept that they are resurrected Astarties from Istvan v into the human webway. It would explain why when they are encountered they seem to be from multiple different Legions. In some ways it seems as though they are resurrected Marines that have ascended to "Imperial demon Hood". They don't seem to appear or disappear in the same way that other demons do. They usually require rituals or portals to enter the materium. The Legion of the Damned don't they just appear. This seems more like they are coming from a webway then the warp itself. The Saints seem to do much the same thing.
I like this idea because it doesn't seem likely to me that the emperor would leave his human webway project unfinished. It took him maybe a hundred years to build the thing. Magnus did damage it. But I don't think the emperor could go ten thousand years without attempting to fix it. And it would explain why two of his primark's seem to disappear. He resurrected the iron hands primarch in the webway then Dorn seemed to vanish into the Imperial Palace which had the only physical way into the webway.
What do these two primark's have that would make them useful after the web way has been repaired. They are both engineered and specialised for the purpose of building and constructing infrastructure. The iron hands Primark was designed to be a superhuman machinist and engineer. Dorn was designed to be a superhuman architect and structural engineer. If the emperor was going to create a backup plan that required the use of the webway he would need it to be capable of handling a large number of humans. Perhaps a loyal Imperium worth of humans maybe even their loyal worlds. It has been shown that the Eldari have a sun inside their webway. I don't see why the emperor would think smaller than the knife ears. But he would still require his best engineers and Architects to create a structure for such things and an infrastructure for the people. Not to mention the defense of such a huge project. I could see those two primark's taking thousands and thousands of years doing that work especially since they were obsessively loyal.
It would also be a good place for his birth scream as a god. Using it in such a way he could cleanse it of any remaining enemy influence. Maybe some small warp demon residual effect remaining inside of it. It would also hide his Ascension to full godhood from the rest of the Galaxy. Maybe even mask it from the entities in the warp. He may have already ascended to full godhood and nobody noticed.
In short maybe in opposition to the ruinous Powers the emperor has actually constructed what the citizens of the Imperium would consider a heaven for them. And has been engineering it to be truly massive and well-protected. It seems odd that in some stories extremely loyal soldiers and Marines seem to vanish after their ordeals. Maybe the emperor recruited them to this heavenly host to add to its defenses.

Before they went into the black library... Third is about a group of acolytes who have been picked by the the former space marines to carry on the emporers work. Amazing video as always brother Baldermort, the Legion of the Damned are one of the key tools at the Emperor's disposal, and I agree with you that they represent the Emperor's apotheosis into a true deity of the Warp. Though, I'm not sure it will occur any time soon, as I believe that for Him to become a true god requires that His physical body dies. My theory is thus:
The Emperor's body will likely die as Abaddon is in the Sanctum Imperialis, intent on destroying the Emperor once and for all, succeeding where Horus failed. Dante (giving in to the Black Rage) will fight Abaddon, as the greatest son of the angel fights the greatest of the Sons of Horus and I believe, history will repeat itself in a tragic twist, and Dante will die. However, thanks to Dante's sacrifice, the Emperor will finally decide that He can no longer be just a man and give in to godhood - the ultimate sacrifice for the man that decried religion as the greatest of evils. He will ascend, Terra will be destroyed thanks to the Talisman of Seven Hammers and Chaos pantheon will be in balance as the first of the pantheon of Order will ascend. Just a wild guess, but I suppose that is all theories are at the end of the day.
