@@susanherda6392 the trick if to push it backwards until the wheels flip, then pull up in the center. This will cause it to slide as small as it can. Then wrap the side and zipper up.

How do you collapse back so that you can zip up?

Remove the floor, pull up on center strap loop most of the way, push backwards so front wheels flip out, finish pulling/pushing until fully collapsed. Then zip up sides.

If it suddenly rains, will the rain drain out or fill up inside?

The base of the cart is completely mesh with a folded mat for stability of the load. My experience so far is that it drains the water very efficiently and I have not had a standing water issue.
