I think it has something to do with maintaining the integrity of what a Russian Federation gameplay would ideally be. He might have sold the conyard for such purpose, given that he wants a true Russia gameplay.
Atleast that is from my perspective.

I believe the FlakTank (light anti-aero gun) is too week, and medium tank are to slow when need to react . Always the medium tank, got the enemy 1 bomb , and then he send russian bomb to alliend. Why?
