I made a guess.Captain took the pokemon,Old Man Tom and Nurse Jhonathan and he works for the Cosmic Agency which studies Deoxis and Deoxis in her try to protect the poeple of earth from that Agency she acidently contaminates some pokemon like the Evee Nick caught.That made a A.O.E. which pushed the boat and made them crash.BOOM!
