Mam , most of time the budget come from centre or state govt to local self govt for any work is always enough , it's the local bureaucrats and politicians who hold some fix amount of commission in their pocket in term of corruption and remaining part is not enough to fulfill the local demands , this is the ground reality and it's prevailing almost every where specially states like Bihar and U.P .
