Sub-Saharan Africans were refered to as Aetheopians (it means burnt-face in Greek). While people from the province that we call Carthage, were called Africans by the Romans. So when the Romans said African, they meant people from the former area of Carthage. If they meant Sub-Saharan African, they would have said Aetheopian.
