Another fact. In order to be in the Mafia you have to be 100% Italian or Sicilian. If you are, like me, part Italian, you can only be an associate. That's what Henry Hill was in Goodfellas.
However, Capone did not have strictures. His mob included part Italians, Jews, and others. He did not place as much emphasis on blood as the Five Families. As a result he was not really trusted like the Detroit and Buffalo branches of the Mafia.

As an Austrian I know some people with Italian ancestors/relatives, but only from northern Italy, no mafia connections. xD

I don't think Al Capone was part of the Mafia. He was a prominent crime lord for the Chicago Outfit, but the only time he was associated with the Mafia was when he tried to join them but was rejected.
The Mafia is not any one specific group of people, it's an ideal, a way of life. These ideals were set by Charles "Lucky" Luciano. So yes he was Mafia because of the way his organization operated but he wasn't part of the Italian "Mob" if that's what you're asking.
