Wrecks do not "happen " on the side of the road... they get moved there . They "happen" in the lanes . The traffic is blocked from flowing.. Only a few minutes of blockage can ruin hours of flow behind the scene. Experiment with me on this... turn on the bath tub and watch the water go down the drain just fine... then plug the drain for 7 minutes... The tub fills up half way or more with water... Pull the plug out without turning the water off yet... (moving the wreck to the side of the road) And watch the water level very slowly fall as the tub empties down until the water from the faucet is just going down the drain again... This is the other 20 minutes you spend waiting in traffic to get past the wreck. Honestly they moved the cars to the side of the road as soon as they possibly could and it takes forever for the flow to thin back down to normal paces and patterns.
