Why are the Muslim prisoners in jail? What did they do? Why don’t the grand mufti and sheikh saleh fawzan speak out?

First of all he has to be found guilty of a crime according to the sharia, if he is found guilty he ought to be punished according to the sharia, now I don't know if sheikh tarifi was found guilty, however if he were, why is he still in prison? Since when are prison sentences carried out as punishment in islam?
If he is on the Haqq, then he wouldn't be imprisoned and saved.
