Hon. Mabike you're shameless. Let's say that was gratuity but during the passing of the budget, was Hon. Mpuuga still the lop or not. If he was still the lop, does it mean that he was to be appreciated while still in office? Because from the look of things, they prophesized the Mpuuga will be out of the lop office this year.
Secondly, I wonder which office is Mpuuga being appreciated for? Today they tell you that it was for the lop office, tomorrow they say as a commissioner. From my amarture view of things, gratuity as it is called was money shared among commissioners who had not been holding a lop office. Does it mean that in the parliamentary passing of the budget, it was established that all commissioners shall be given that money? Or it was passed only for the lop. Someone help me. Something is not clear here. I think there was some kind of immoral behavior here.
