I mean, sure if Kafka went all out with a max power punch right at the start sure, but that isn't how these things work, 10 didn't go all out at first, 9 didn't either. Its just how stories do things, so yeah, if Kafka leveled a city the moment he saw a person he'd away win. But in those situations it boils down to who strikes first, i.e. who sees who first. Based on that Hoshino would have won since she snuck up on Kafka so Kafka wouldn't have had time to do anything if we're assuming max power right off the bat. I still think Hoshino would lose but not as easy as you say.

And now that they know for sure that the archives you who can shapeshift into a human, they need to know who's in charge of that body and if he can maintain control. Finally, you saw how much effort it took for them to take down a Kaiju with a fortitude of nine. His is almost 10 times greater at 9.8. Even though he is exhausted, they are too. Add to that the fact that their three strongest fighters can't really use their suits right now, so they're just regular people. They can't take him unless he allows it. They have every reason to be cautious. But you will notice they didn't start shooting right away. They are giving him the benefit of the doubt.
Yeah, she was at full release (probably around 60%) from the time we saw her start fighting. She, with Reno's assistance, probably killed dozens of kaiju while Hoshina was fighting #10.
That is the same gun that the captain used to take down the giant fungus kaiju. She has four guns--a pistol, a portable rifle, the cannon she used here, and something that she hasn't shown yet in the show.
The thing that reminds me of how the Yoju bomb detonated is how they used to perform upper atmosphere testing of nuclear bombs, the farther up a nuke is detonated, the impact it has on the ground is reduced by magnitudes, they nuked 5 five scientists by detonating a bomb 2.6 kilometers directly above them, to prove it could be done safely. The shock wave could be felt but it didn't faze the men at all nor was the radiation which didn't exceed more than twice the normal background. Judging by the destruction the Yoju bomb caused it probably was propelled a kilometer at most, the shock wave seen here is pretty realistic in its impact but it would have been a different story if it were to have detonated at ground level, punching it away was literally the smartest thing to do in this scenario as the intent was to vaporize the whole base and level the surrounding city it seems.
It is initially frustrating that after everything Kafka has done, this is the response he gets. But I also get that it is necessary procedure with what has already happened. I also believe that they really do intend on protecting him and this is the best way to do it
One thing I really take away from this episode is that it very solidly establishes that yeah, it was always a question of 'when' Kafka outed himself, not 'if' - because while he wants to be in the Defence Force, he was never going to let his friends die to protect his secret.
Don't forget that Shinomiya was wiping out a ton of smaller kaiju so she was probably pretty close to her limit before she attacked the big guy's knee.

I think the big concern is that it isn't Kafka but a Kaiju that turned into him. Remember last episode they showed Kaiju 9 devour the dude with the car then turn into him. Maybe they know that is possible, or maybe they don't but even if they don't, they don't know a person can turn into a Kaiju so likely they'd assume its not actually Kafka.
Fun fact: If the Kaiju fortitude scale is anything like the Richter Scale for earthquakes, then Kafka is over 6x stronger at than Mr. "Crimson Chin" at 9.8 vs 9.0
I honestly believe the Defense Force's reaction is valid as the Kaiju are an ancient enemy. For all they know, he's some kind of new variant of Kaiju that could be pretending to be on their side and using Kafka's likeness to infiltrate their ranks.
