I'd call all anime art, but I would say vintage anime is just very special in of itself.
There is something special about anime and culture of the 80s and 90s. Something about it's art style, ideas, animation is so... indescribably eye-catching, magnificent. Something that cannot be described other than by one sentence. "True piece of art"
almost all the clips are from anime from the end of 90s
As has been said most of these clips are from the 90's. In the 90's it became quite common to draw by hand but color or ink on the computer, this changes the... texture of the color. Both methods are, as you say are a "True piece of art", as It is still the human hand illustrating the lines. Line weight, curve and inflection of each stroke is where the soul is. With a computer illustration each detail can be manicured and fussed over time again and again and is no longer an instant moment of artistic mastery and expression.

Man oh man, this song is creating so many mixed feelings. I am feeling sad for the beautiful past childhood that i can never live again. At the same time i am also thinking about what i would be like in future, what i would be doing, how the world will change around me( kind of nostalgia but for future), my god it's very hard to explain.
