@benrod1 also since so many others are reporting webcams being activated it would appear that either there is a glitch with their software or it was deliberate spying on the administrator's part. Since this only came to light because an overzealous administrator thought a kid was popping pills, which turned out to be Mike and Ikes, it would appear that this was a deliberate act of spying on students. There needs to be a thorough investigation on how far this goes.

Only way to ensure your school has no access to a school computer, is reinstall the Windows OS yourself from scratch with your own copy. If you do not, you're accepting a preset PC designed to the schools IT configuration. It's not a hacker, it's not a virus, it's not a trojan. It's an IT administrator with ACCESS to your system. Reinstalling the OS is the only way to be sure his local policy is not in place unless you have admin privilege and know how to reset his settings, which can be many.
The mother makes one mistake in her commentary about finding a lost laptop - it has been done as a result of pictures taken from the laptop's webcam. The most famous case involved an Apple laptop and Back to My Mac. I'm not sure if that's the software the school used. Based on having read the court filing, their concerns are valid - the school contacted the family because of the student's behavior observed via the webcam - not based on a theft.
I'm pretty sure it doesn't relie on a static IP. I think it'll work from any connection. It would pretty much have to, if it is going to work for the intended purposes.

First of all the laptops were not stolen. The laptops were "supposedly" activated by the software on 42 occasions but that does not account for the hundreds of pictures that were taken. Also the reason stated for activating the software was that either forms were not turned in for the laptops for the insurance was not paid which is why they were designated "stolen", again this is from the district.

This is why you should run hijack this and malware bytes immedietly upon recieving a laptop, as well as ccleaner. With hijack this you can delete files from the dir without being logged in as admin. CCleaner can also do this to some extent. Malwarebytes is just a no brainer.
