I feel the L3 VPN SRv6-TE encapsulated packet by PE1 should contain only 2 SIDs, IPv6(DA=A3:1::1), SRH(SL=1, SID_LIST). At PE2, IPv6(DA=A2:1::B100), SRH(SL=0,).As A2::1/64 is it's own locator, so it performs function "B100" which is END.DT4.
