Piyush Gupta made good comments on how last 400 years, Western scientists study how the society is organized around the individuals. Perhaps would be also useful to study the Chinese experience, studies and debates on this topic. The meritocracy is one key principle within Confucian, where many Chinese scholars had debated on this among various systems to organize society.
