Punishment for breaching gambling rules is more heavier than punishment for racial abuse, that’s how much they are fighting tacking racism in the sport.
Gambling rules pertain to players. The people you want punished are the fans. It's not comparable. You can't ban a fan from playing because he doesn't anyway. If it's One fan you can make an example out of him. If it's 15,000 fans, what do you do? How do you even find who done it?
The club can be punished but that hurts more innocent people than guilty. Black players themselves may suffer not playing in a certain competition or loss of wages due to relegation.
I've always thought that if fans knew going in that mass racial abuse would result in the game being stopped and their team having an automatic heavy loss, they wouldn't do it. They would also be likely to stop individuals that wanted to do it.
Maybe that would work, maybe it wouldn't but ypu can't compare it to Gambling bans. It's just not the same thing.

A sports man is getting abused on pitch,every time and jyst by stopping games doesn't means this gets over. Either play without fans or conduct games outside Spain. What annoys me most is the notion that some European countries or societies are more tolerable or less racist than other European countries.
