    Unfortunately the quality of education and requirements for getting a driving licence are minimal in some countries and states.
    Having a licence alone doesn't make you a safe driver especially very different traffic and more demanding weather conditions like ice and snow. It's not so smart to exchange safety to saving some money.

      Nobody issues you a driving Licence when you can’t drive.
      Getting a driving Licence means that you can drive if not you do not need it.

      @@Mizchinny_ Seems that you don't know how superficial the driving tests can be in some countries, including some US states.
      In worst cases just about all that is checked is the ability of driving in parking place and around some city blocks.
      Some ability to handle a car is trivial conditions is no proof of having true driving skills or safe attitudes in traffic as demonstrated by the traffic cultures in so many countries.
      In Finland we see tourists and new immigrants, who don't understand how to handle the car in slippery winter conditions. Among them are also people, who don't seem to understand what are roads and streets for motored vehicle. They drive to cycling and pedestrian lanes or to snow mobile tracks in Lapland.
      Obvious they haven't learned or don't care about traffic rules and traffic sings.

      According to the police, crashes, especially including drivers from outside Europe, are often due to the driver's disregard for winter conditions in Finland.
      - Snow can be a completely unknown concept and slippery surprises, and they may not be able to afford to buy new cars. Slushy snow was a clear factor in at least one of the recent fatal crashes, says Police Inspector Heikki Ihalainen from the Police Board.
      Ihalainen also refers to the Finnish Transport Agency's statistics, where traffic injuries caused by Iraqis and Somalis are high.
      - The share of foreigners in accidents increases when the weather is bad. It may be that you try to drive a bit like the Finns, but you don't have enough driving experience in winter conditions. They all can't adjust the driving style or speed to the weather conditions and traffic situations.
