The automakers. Funny how under the previous federal EV program that capped the automakers at 200,000 sales, the second they hit that cap the prices of their EVs got cut. When the new rules went into place, the new Chevy Blazer EV didn't qualify because of the battery sourcing, so guess what happened: they put a $7500 rebate on the units that didn't qualify for the tax credit. It has become normalized to show EV prices including the federal tax credit, even though not every buyer will be able to claim it.
