Nah he is aware that he is not in Russia. It's just the Russian mentality that the Russian rules follow you and not the other way around. As a Russian, you don't need to know what is prohibited in the country you are visiting - just act like you do at home. Russia is the best country and the only country which laws you should respect. Sadly this is the truth for many Russians.
He just answered the question, doesn't mean he was not aware he is in Finland or hoped that it'd somehow bail him out of that situation. Yes, in general when people travel to some country they don't read and remember all the rules and laws by heart, not only Russians.
