I don't think he wishes to identify to the police, which you need to do if you wish to press charges. The cops aren't going to do something that will benefit him. When police finds out your name, then they might start to show up at his house, stalk his vehicle etc. They also love to shout out the name of the photographer, on camera, when they know it. I think he just wishes to remain anonymous, and just keep recording the behavior of people.
