It was the creators themselves that scrapped it. They though the communal aspect was a bit too South Park and took away from the isolated nature of the web series.
They also thought the emphasis of current affairs would take away from the timelessness of the originals.
Basically they reworked the show from the ground up to be more like the web series.

I always was confused why they call him "Mean Steve". I watched the pilot when it first came out and heard it as Key Steve. Idk though maybe I heard it wrong

The pilot feels like a movie rather than just a tv episode. I love it from what I’ve seen so far, but I definitely am glad they didn’t go with this pitch for the full show.
