Israeli Prime Minister Benjamin Netanyahu said the military would move on the city regardless of whether a truce for hostages deal is made.

How exactly do you imagine it happening? Hamas fighters are all in hiding for several month already and even when they are not hiding they are probably not wearing a tshirt saying "I am a Hamas fighter. Come talk to me.". So how exactly can Palestinians "tell Hamas to release their hostages"?. In addition, Hamas military wing is a very small organization. According to Israeli source it has around 30k fighters. That's a bit more than 1% of total population. So even if they are not hiding and you know how they look, finding them in a crowd of people is very unlikely.
Furthermore, it's doubtful that someone from Hamas would even listen to anyone talking to them. Hamas does not represent the people. There were no elections in Gaza for almost 20 years. Majority of people living in Gaza weren't even born when Hamas came to power.
