Cathal Geraghty except that he killed Robert, maybe not on purpose but by accident and either way it still does not make it ok to threaten other residents with guns in the pub because people will think you’re a terrorist and they would get scared to come out on the street. Gary didn't intend for Rana to die, he thought the factory was empty and if he knew different he wouldn't have sabotaged the roof, if Gary was a serial killer as you put it, he would have let Derek fall to his death instead of trying to save him.
