The proper way to install that column, the base plate should be pre-welded to the bottom of the column prior to erection, anchor bolts are pre-installed to concrete pedestal. Each anchor bolt should have a nut about 2" above the concrete pedestal for the base plate to sit during column erection and for straightening the column. Basically there will be 2 nuts on each anchor bolt located top and bottom of plate. Bottom nut to support the plate and straighten column during erection. The top nut to hold the plate and column. There should be gap between the base plate and top of concrete pedestal (2") for non-shrink grout between concrete pedestal and bottom of base plate.
