The reason why they are using criminals is that if you don't deal with the portal, a dungeon break will happen and monsters will attack civilians. The hunters in the area have moved out due to various social issues.
This was mentioned in previous episodes.
Cerberos wasn't an S-Rank monster. He's in an S-Rank dungeon, which is going to be mainly populated by B and A rank mobs. Cerberos is a mini-boss, so it's either a high B or low A. He killed it through strategy and hitting a weak point.

My theories:
1. The Hunters Association has set this raid up in part to investigate the double dungeon incident and to observe Jinwoo.
2. The main convict is a False Ranker and is actually much stronger than a C rank.
3. After obtaining the Elixir of Life Jinwoo will be forced to use it to save someone (Joohee?) before he can use it on his mother.
