An example is, "man, the fool was cappin on you," or, That fool be cappin," but it's possible it could also refer to shooting, like pop a cap in yo @$$ so the thought would be, "homies wit nothin to lose be cappin." That's what I think. As you already know, the phrase today, "no cap' means, no lie.
