You can get captive nuts with a retainer that pushes into the slot to hold it there if it dont hold
The blue tube is what the bit you greased is meant to go into to kerp it clean
The pipe on the filler neck on mine is a breather pipe attaches to top off tank to allow the air to escape when filling tank i bet its come off and gone through the floor and got lost at some point

ì think i would have greased up the whole bottom of the door before the surface rust gets to real rust
