Let us put vote buying behind us for ever. We fight each other for no reason. Our mistake is using another man's tool to solve our problems. Democracy is not a perfect tool for all situations. In a country with 44 tribes democracy can become a tyrannical tool in the hands of the larger tribes. Devolution was a step forward and we ought to look at building on it. Instead of presidential elections, we should have a diverse panel of non partisans who judge all the Governor's on clear measurable criteria every year. At the end of 5 yrs parliament would review the performance of the top five and vote to determine which top two would become the new president and vice President. This would serve to reduce partisanship, increase performance throughout the country, and make sure all future Presidents are true and tried leaders that will put country first. Presidential terms would be one 5 yr term but a six or 7yr one term presidency might be something to consider at some future point. All other political positions should continue to be voted in in local areas.
