Yes, you can. Start SCARM and use "Extensions" > "Browse for extensions" menu command and when the browser opens Extensions page, browse for and download the MTS Starter Edition.

If you mean layout table structural support frame (represented with figures) - yes, these can be also displayed and printed in 1:1 size.

@@scarmsoftware I did that and it says I want rolling stocks to run, and I searched that it shows rolling stocks are available in power edition.
