Florida was the deciding state that would either give George w. Or Gore the 270 electoral votes to win and the initial results were too close to call. It went on until almost the end of 2000 and they found fault in some of the machines not counting votes because the paper was not fully punched through resulting in hanging Chad's. Since then they got rid of those machines
Democrats were under pressure to keep the scope narrow, they did mot have the staff, nor the time with Harris at the helm to go to 67 counties, and each county, absent a directive by Jeb or the courts, could chose whether to and how to do recounts.
Not too much of a choice since no mechanism for a statewide recount….would have had to appeal to 67 separate canvassing boards, and besides not having resources or time, that would have been criticized as a fishing rather than cherry picking expedition. That being said, should have tried and rolled the dice in Florida Supreme Court in contest stage enforcing all 67 counties to recount.
