Technically it already kind of happened. Hololive collabbed with Tokyo Dome City under the name Hololive City. They had like lifesize standees and voice overs from Hololive talents as well as Hololive music playing on some attractions.
Not a full vtuber themed amusement park of course, but a decent portion of the way there (Hololive Expo during Fes also tends to have some small games and some themed food but also the decore/exhibits they have in there (a few years ago they had all the original costumes of the talents displayed on lifesize mannequins for example) has stuff that would fit a theme park like what Disney has).
