Chelsea were a small club relative to Arsenal, LFC, and MU before the money and more importantly, the winning came in. Now they're considered a big club (not as big the aforementioned, but certainly much bigger than they were pre-Roman takeover) and that is due to all the winning they did - bigger ad deals, more revenue etc as well as their fanbase growing. So why is okay for that to be the case paradigmatically for Chelsea, and yet completely impossible for City? How many trophies have they won since the takeover? It’s plausible because Liverpool’s owners are American and trying to just compete for top 4 with minimal investment is a very profitable model and tends to be the approach of most American owners. Over time the PL will likely be dominated by Arab clubs not interested in turning a profit. While the rest of the clubs especially American and Private Equity owned clubs competing for European spots for the revenue boost.

If Liverpool invest in the players they need, they will be fine. If they don't they'll slowly fall behind. That's the same for everyone ofc. Different circumstances back then, we had a stadium to build, which cost double the allocated budget... + a self-financing club, etc. Liverpool can afford to invest in the players they need, should be no excuses.
It can be argued that LFC has invested in the players they need and have done so financially effectively. Especially when you compare them to the clubs they compete against that have won silverware. One has had their owner stripped of his club for immoral dealings, our biggest rival uses their club as a piggy bank and finally you have a city-state owned club that faces 100+ charges by the league that could strip titles, lead to regulation, fines, etc.
Reaching into their pocket is something we as LFC supporters would all love to see but it is like telling someone that has been eating healthy their entire life to splurge and just grab a piece of cake. I, for one, am hoping they do but wouldn't be surprised if they don't.

Every club that gets into Champions league first time or have failed in past few years will retreat back to their place where they were seasons before, so Man utd, Arsenal Newcastle, Brighton and all the European League first timers, remember this. You will all retreat back, because you do not have big and experienced enough teams to compete in all the levels required.
Liverpool, Man City and Chelsea are the only teams that have been able to handle the pressure that is required concistently. Arsenal, Man Utd, Newcastle will drop next season below 6th position again, that is the history. So i reckon next season top 4 to be Man City Liverpool, Chelsea and maybe Tottenham. European nights bring you down because you cant handle it.
Just check it out, you know i am right. Champions League works like this. The more effort a newcomer puts into the competition, the more energy and competitiveness it drains from the domestic league. The only way to counter this effect is strong enough squads and Arsenal, Man Utd, Newcastle dont have that. Will they go out and buy 10 players to make to strong teams to be able handle it, no they wont, because their first teams that got them there cant be kneejerked with, because that will make squads implode.
