It’s there a light bulb where the ballast goes ? Or how that does work I’m trying to replace the light bulb technically the high and low beam but when I removed the ballast there’s nothing there besides a metal plate
LED headlights are not like xenon headlights where you can change bulbs. LED headlight light bulbs are built into the headlight. There is no way to change those bulbs. If a light bulb goes out on an LED headlight, you'd have to change the whole headlight-unless the ballast that's operating that bulb is bad, then you can change the ballast.

I have a new Lexus headlight which is CAN Bus operated, and which I am retrofitting into an older car. I am having issues with it and I would like to power its different LEDs directly with 12v Without the headlight computer. Can I do that?

Unfortunately, you can't. LED bulbs need a module to work.
