You get the Khostov mission from opening the chest in the upper right corner of the room when you first ender the opened hatch where a servitor or some other boss will be or by dismantling the Khostov that you get when you first create a character. I know this because me and other friends that I've helped already have it

As the Gjallerhorn (Y3) and the Outbreak Prime were forged (using SIVA), I believe that's how we form the Dubious Volley. We use modified SIVA tech to form the rocket launcher in this mission. We're probably going to be timed or have some tedious objective.
There is an old house of wolves mission in a ketch that looks exactly the same so I assume its going to be a siva infused version of the boss of the mission like sepiks perfected ( I think the boss was draksis from scorch of winter)
Most likely to save time, Bungie copy pasted the ship on Venus then added the snow and locked the doors. most of what you see when you glitch in is very similar so they probably just changed things and named it to mess with us. But, it could also be a whole story mission by itself. either way. its awesome and i wouldn't get your hopes up for a new exotic.

if you use the splicer relay key you get it gives you an exotic mission for the kovic which references last exit but also the original day one weapon u start with when first playing the game as an 350 exotic with B.A. stats. btw kovic reference from last exit refers to a jew who saved hundreds if not thousands on train cars during the world wars their last exit was the last exit..

I would love if Ice Breaker came back, (like many of us) but I have a feeling that the Pocket Infinity has more potential to come back due to it's loose connection to Rasputin. Also I loved that it's a full auto fusion rifle.
My guess is it's a Taniks perfected boss battle with him carrying The Dubious Volley as a weapon, And when you kill him you cleanse the weapon from siva then you're able to use it
This area feels unfinished being a splicer-ship. What is more different is that is the House of Winter's banner in the ship. I think this could be accessed during a mission variant as of the Black Spindle or it could be a timegated quest. Either way, I smell an exotic. Edit: This feels more like a copy paste since this is exactly the House of Winter's ship.
I'm fairly confident by this point that everyone is so ass-over-teakettle obsessed with new exotics that they'll look for any and every possible excuse for an event or an area that could possibly get them "the first new one". If it's not in the kiosk, it's not in the game, either unlocked or otherwise, plain and simple.

First of all, dubious volley is will not be added like +Virozx said. There could be a new exotic which people rumor about called "Memory of Saladin???" though the artifacts are only called memories. But however, the memories are for the dead iron lords. Perhaps it could be saladins future? Some people said it could be an exotic auto rifle with void damage? Yeah i dont think thats fucking going to happen. It would probably be either kinetic or Arc damage because there is NO Year 2 or 3 primary that has void or solar damage. The only primary weapon with Arc damage is Zhalo supercell. Perhaps a buffed version of that?

my speculation is reasonable most ketchs are named after their prirme or leader and draksis and menkis sound similar so im thinking that after draksis died the splicers brought him back with siva and sense he was in the house of winter not devils they changed his name, sense it is a ship (witch most people are forgetting) it can fly around space that's why its in the cosmodrone so it can help take siva why its a re skin is same reason why black spindle mission was a re skin

It can't be an exotic quest for rise of iron. There's only 4 hence the book achievement 'Complete all 4 Rise of iron Exotic Quests' which are Khovostov, Outbreak, Thorn and Gjallahorn. I think it's just the area from the mission where you have to kill the Kell on the ship...
unless this is a secret exotic, they probably wouldn't want you to know about it untill we revealed it ourselves... hence no book quest thingy. just speculating 😊
