That item gives him an "Attack Up" buff right from the start of the battle, which affects spells, on top of the magic attack of 127. Geno's armor and accessory also give magic attack bonuses of 127 each. Peach's Shadow Ring gives an Attack Up and 127 magic attack, which is gained from beating the Shadow Palace iirc. She also has an accessory which gives 127 magic attack. Mario's Ultra Hammer gives no bonus to magic attack, but gives Attack Up. He has a Rainbow Robe which gives the 127 to magic attack. In terms of the timing, you have to let go of Geno's charge when it has three stars - holding it too long is considered a fail as is letting go too early. Holy is the same charge.

Rosalina I think..? Based on vids ive seen. But after seeing this, Terra is getting 3 turns on Normal Mode, where Rosalina only ever got 2 on Hard, though she has Luma's with her, but it looks like Terra hits more often, though Rosalina has attacks where if you fail to defend, they deal more Hp than you have as damage, but thats on hard, where this is normal, I'd have to see a Normal Rosalina fight.
