Chocolate on Valentine's day is an old tradition in both countries now, love letters are not the most but certainly a quite popular way of students confessing their feelings. The cliches in anime are often exaggerated from a bit to a whole lot but it directly reflects real culture in Japan. If nobody actually did it then the people watching anime at Japan wouldn't have sympathized as much.
