Objective:
1) Prevent the GLA from constructing their river base.

Just to share my strategy - I left snipers at bridge take infantry, once veteran I moved them in to snipe stingers. I built an airbase with stealth jets to take them out among defense tunnels. Then I took out rest of units, and started taking over the buildings except the GLA command Center. The trick is to get the GLA supply center. With that you can produce a GLA worker. With that worker you can start building your own GLA command center and base. Once you build the right structures in order, the black market becomes available to build. It provides free money. All the while keeping the original GLA command center in tact until you can build up. Once you put up a black market, keep putting them up at your original base. That base will be safe in part two of this mission when you destroy the original GLA command center. I ended up with 8 black markets. Built all buildings on both sides with the funds and 4 scud missiles of my own. All research and tons of stinger sites around my new GLA and USA base.
When I was ready I destroyed the original GLA command center. I waited until I had plenty of funds and 4 Scud missiles and all research complete. Once the map was expanded, I used the 4 scuds I built to take out the enemies scud and the base. I know this is major overkill for this mission, but I had fun doing it this way. I am sure other people have already figured this out and I am not laying claim, just wanted to share.

Just a side note though:The stealth fighters are only good against base defenses in case you don't know

I captured the GLA base and built a lot of black markets
Than I used my snipers to take out the stingrr sites while my commanche's destroyed them on the final base. On the hardest difficulty
It is very easy

I remember I was stuck on this level when I was 7-8 because I wasn't decisive enough to destroy the SCUD Storm. I finally beat it when I was 11.

I dont build the base on the other side i use snipers and brutton ,comaches and raptors to destroy the other half of GLA Base

Thanks for the upload. Only thing I did differently was I captured the GLA Command Center instead of destroying it. What's a better way to defeat a terrorist army than by using terrorists?
