I'm a white dude and lived in that neighborhood back in the '90s and '00s when I was younger. I'm so happy to be out of there. I went through a while back and nothing has changed.
@Rob Smith I lived on North 3rd St. off Lehigh Ave. which is on the border North Philly and Kensington, across from Cousins Supermarket not far from Episcopal Hospital.
It's hard to tell exactly which neighborhood because they all blend in even when you live there, unless it's directly around where you live or Center City or Northeast. My guess is it's probably someplace in Germantown. Philly is huge.

They stop people because there’s so much violence and let’s say that there was just a crime committed and somebody is walking around in the area, the cop is of course going to ask those people walking around if they saw anything or know anything. They get mad because they say the cops don’t do anything but then when the cops ask them who did itThey refuse to say because they don’t want to be a snitch so how are the cops supposed to do their job if nobody is talking?

It's a self-fulfilling prophecy. If your life is predicated on an adversarial relationship with the police, you need that belief to be reinforced. I think subconsciously they want a confrontation because that's the evidence. The evidence that proves the whole game was rigged against them.
Breaking out of the prison of false belief can be one of the difficult things for people to do. Ask anyone who's left a broken relationship or a cult. I think the same thing is at play here.
