    Great video. Rochas is trying.
Rochas should please employ street sweepers to get the sand off and landscapers to plant more flowers and trees along the road.
Perhaps the biggest thing he could do for the city is to develop a viable oil and gas company which Imo has a lot of the oil resource. A tiny

This is not how cities should be built. Whoever looked at the whole scene and calls this progress because the roads are tarred in certain areas must be a bush man. How can you build roads only for cars in an urban area and forget Pedestrians who are also basic users of roads just like cars and not take into consideration other aspects like accident risks, road management, traffic management and health hazards? Just look at the rubbish that Owerri is under Rochas(who has been a few times to Europe and America). Is this how the cities in the West where you have visited in the past are huh? -Rochas?
    .
-No pedestrian bridges where they matter, (just one that looked badly located and not even used because of the level. If it was properly constructed the woman wouldn't be crossing directly under it.)
-No street lights(on outskirts of Owerri)
-No dedicated bus stops with shelter to shelter commuters from rain.
-No clearing on the road for commuters(when buses stop, they stop dead on the road which obstructs traffic)
-No walk paths for pedestrians and bicycle users,(dedicated marked walkpaths)
-Look at the width of the road dividers? Are those road dividers meant for use by pedestrians? If they are not, why are they that wide taking up that much space?
-Not properly maintained roads(dirt collecting at the sides of the roads, and environment littered with water sachets)
-No strategically placed bins in areas where the roads are dirty for trash collection.
-Big Open gutters(accident risk for vehicles and pedestrians, health hazard and environmental hazard),
-Badly sited and constructed pole with metal reinforcement just outside a school gate--is Rochas kidding me?)
-No coordination for vehicles (lanes, road signs, zebra crossing)
-Not really trimmed grass by the road sides
-No enforced residential environmental regulations. -Houses by the road sides looking dirty, not properly maintained, and neglected.(environmental hazard), with waste pipes of buildings facing the road.
-Resident gates opening out into the streets(safety concern)
-People parking on the main road sides without respect for other road users(safety concern)
-No marked lanes on the roads for traffic management
-No noise barriers to shield residences from the noise coming from vehicles and tricycles
-High residence fences blocking the flow of fresh air
-Pot holes right in the middle of the road.
-Felled trees laying by the road side.
Trees by the roadside that need trimming.
-Kiosks and mini Shanties by the road side stretching into the road.
-IMSU high boulders serving what purpose exactly? Blocking the untended grass?
-Blaring sirens not coming from any emergency ambulance for health, fire service or police vehicles
    -Whole place just looking chaotic
All these just noticed 4 minutes into the video when I stopped watching? Wow....Our idea of development must itself need development.
It is not just okay to complain....these are things that can be corrected.
1- The state ministries should go out and do the jobs they are paid for.
2- The building of roads should not just be about the surface where vehicles ride on. They have to include provisions for bus stops(off the road so when they park they don't obstruct traffic), plans for where pedestrians can walk on to access both sides of the road anywhere there is a road where even one pedestrian uses. If the state can tar these pedestrian walk paths or use tiles it can add to beautifying your state.
3- At least a policy with rules should be enforced for home owners
i-like in the area of fencing(palisade fences-wood, picket or concrete...generally fences that do not block the flow of fresh air) not extending a certain height without the states approval should be enforced. To encourage the flow of fresh air which is a public right which nobody should block because they are trying to cover their homes. If anyone wants to block the view into their premises, let them use trees and flower/plant bushes which have to be trimmed and wouldn't extend out of their premises into public space so that leafs do not litter the roads. It is really hot there and the little fresh air flow helps sometimes.
ii-unpainted complete buildings(left for periods of more than 3 months) attracting visits and fines from state officials.
iii-not obstructing walkpaths or roads outside their homes in any way.
iv-appropriate parking within the home which doesn't block walk paths or the road.
v-non allowance of siting of business kiosks and shanties on the road side or walkpath. There should be a distance away from walk paths where they can do this.(for those who would want to rent space on their properties.)
4- At least trash cans can be sited by the pathway side a good distance from each other so that people can use them to put their trash.
5- Gutters should be covered with concrete slabs built to fit inside so they don't pose accident risks for pedestrians and vehicles.
6- Traffic and road management systems should be encouraged. markings for roads, lane lines, zebra crossings so people know where they can cross safely, road signs and directions for visitors.
7- Those whose duty it is to clean these roads should be given tools that can help them and machines where necessary like road sprinklers, street sweepers to sweep and shine etc. The state can go into an agreement with Innoson to make these vehicles.(It is faster and the cleaning can be done in the night when nobody is using the roads).
8- Bus-stops should get attention. Bus stops should get roofed shelters where they can be protected when its raining with seats where they can sit and wait for their buses.(while planning this, emphasis should be paid to discourage homeless people from using these as their homes to pack their belongings.)
9- Cleanliness should be enforced in residences especially homes where tenants live..There should be a reporting system(phone number or email) for people to be able to report residences that don't meet certain cleanliness standards..and are filthy which should attract visits from the state ministry responsible for environment and fines if they are found to be dirty and even jail time for home owners who don't meet ultimatums to correct these eyesores. Especially if they are rented residences.(cos I doubt that private residences would be dirty).
10- Unkept bushy areas on private property within the city(especially those within view of public facilities like roads) should attract visits from the state departments and given ultimatums for clearance and failure to meet them should attract fines and even jail time.
    Etc...

Try to avoid writing something that long if I were you. Most people don't have time to read all that stuff. Owerri is not as good, but guess what; it's actually the best igbo looking city in nigeria, even better looking than Enugu.

Road construction should include tarring shoulders as well. Don't just tar the center of the road and leave the shoulders graded. It causes erosion and bad gullies, dust and dirt.
