The early 2010s were weird for CN. It's like they tried to use more adult humor with their shows, if MAD, Robotomy, and the first seasons of Adventure Time and Regular Show are anything to go by. Though, they rubberbanded back into having a PG demeanor halfway through the 2010s.
This show came out and was airing when I was a teenager so it kinda resonated with me a lot since I got most of the references as soon as they appeared on screen. Even the ones most kids wouldn’t really understand like Mouse M.D. (Thanks to my mom always watching the actual show House M.D.)

A few things: 1. This is just awesome! Love the DBZ jokes 2. Best anime parody ever! 3. I cant believe they showed panties on CN! 4. MAD is intended to be viewed by teenagers, not little kids. Many of the people who view anime on the internet (including the anime related message boards which Pedobear appeared on) are in their teens. So yes they'd already have likely seen Pedobear online, and would also likely have seen anime shows with panty shots (another thing parodied in this video, that some commenters hear have complained about). It's not like kids are going to "learn about bad things at the age of 5" from watching this.
