RTI में जानकारी न देने पर जुर्माने की राशि 25,000 से बढ़ाकर 1 लाख रू. होना चाहिए।
(2) आवेदनकर्ता द्वारा प्रथम व द्वितीय अपील करने पर कोई चार्ज नहीं लगना चाहिए।
(3) आवेदनकर्ता द्वारा सेवा पुस्तिका(Service Book) में दर्ज की जाने वाली शिकायत पर संबंधित विभाग, कार्यालय और अधिकारी व कर्मचारी पर कठोर कार्यवाही का नियम होना चाहिए।
मैंने जन सूचना अधिकारी से सूचना ना मांग कर प्रथम अपीलीय अधिकारी से सूचना मांगा था। जिस पर प्रथम अपीलीय अधिकारी ने मेरी जन सूचना को जन सूचना अधिकारी को सूचना हेतु भेजा किन्तु सूचना नही मिला। क्या अब हम अपील प्रथम अपीलीय अधिकारी से कर सकते हैं?

yes your are right police is taking action for eg if any one try to snach anyones flat he can give FIR police comes with team and all his luggage will be out .municipal corporation or grampanchayt also tell police to take action this happend to NRI
people who stays with family abroad giving their house for rent so strict documentation is given even the estate agency are strict in documentation they have to take copies to the police with the identity of the tenents who are they from where
and one copy will be given to society office also. that is why majority NRI
gents sit abroad leaving their family and children in india so that they can educate in india following the indian culture and norms

Sir, I have listened the whole episode. I have made a RTI on copy of some documents and order of Calcutta High Court inthe year 2018. After PIO and 1ST Appellate authority of CHC on on availablity of justified answer, I had moved to 2nd Appellate Authority i.e. State Information Commission of WB. After about one and half year SIC, WB, constituted a full Bench and called me and High Court authority in writing to appear before the Benche. But soon thereafter I have been informed and advise d that I have to appeal before Central Information Commission. Soon after I had received such letter I immediately requested the SIC, WB, to send my all documents directly to CIC as question of delay may not arise. Still I am in the dark about it. Kindly advise me what can I do now.

The SIC is abusing the process of law.
Without wasting time, approach the HC and appeal before it.
Going to CIC is not the legal way.
One has to know about your RTI application filed, Ist Appeal, Second Appeal before the SIC or CIC.

सर, यदि आर टी आई आयुक्त ही सूचना दिलाने की बजाय आधी अधूरी सूचना को पूर्ण मान कर एस पी आइ ओ को पाक साफ कर दे तब सरकारी स्तर पर कारवाई करने के लिए कोई प्रावधान है या नहीं है क्योंकि हर व्यक्ति कोर्ट जाने के लिए सम्भव नहीं है।

Please cover following points / issues in Part ll :--------
1.Justification of High Court imposing many additional conditions for RTI applications ,
such as affidavit , documents of ID,
very high fee ,etc.
2. Refusal for providing SPIO certified copies of the information uploaded on internet without disclosing the latest date of updating.
3. Disclosure of Income Tax Return Document to an individual like the wife cannot serve any public purpose except an individual's personal purpose.
4. Whether SC/ST/OBC Certificates are not public documents?
Can an RTI Applicant be refused a certified copy of SC/ST/OBC certificate of a government employee based on which he secured the public employment to ascertain the bonafied fact or authenticity of actual status ?
Adv Razak ji covered comprehensively in short period of time. I agree with you some topics not covered not taken due to limited time.
Q-1 In my opinion, 500 rs as rti fees since 15 years for tender related information has been highly prohibitive of rajasthan highcourt despite supreme court judgment for keeping maximum rti fees of 50Rs. (may be due to highcourt as equivalent separate entity than supreme court.).
Q-2 For date of uploading, you can find out any webpage updation date by typing in url by several methods available on google, youtube search.

RTI is the most effective law that gives a rightful authority to a citizen to get an information.
The RTI Act is backed by the statues, such as the Constitution of India, Evidence Act, IPC and CrPc.
Therefore, RTI is very important.
