It's like he know he's one step away from being the World Circuit Champion and is not afraid of this man and his massively brutal punches. And I respect him for that.

I like the fact that Mr. Sandman in Contender gets bruised really easily in the face, showing how he never takes hits well in the face because in the first place, he was never hit that much since he constantly dominates the other boxers and he always keep his guard up his face.
This isn't just any gimmicky video game fighter that you're up against like those other chumps. This time, you're fighting a real boxer baby! This music really lets you know that.
Mr. Sandman does not have anything special like the boxers before him you have faced, he relied on basic fundamentals of boxing polished to a devastating and deadly degree.
He's not Mike Tyson, but he is effectively a reference to several extremely good black boxers, namely Joe Frazier, Mike Tyson, and Muhummad Ali, all being black, and all being nigh undefeatable in their heyday. Him being from Philly is specifically a reference to Joe. In the Title Defense fight, however, he does the infamous "wink punch" of Mike, as well as adopting a few of his other quirks.
he's given the most badass music out of all, 'cus his fight is that you a fighter that should be easy pickings or a side character, is getting in the main characters' way. So that's why fighting him has this feel of fighting the final boss (who isn't actually) and the music is making him out to be impossible; maybe this is all because he is a real person.
