Yes, it can be converted by using the division sytem TU uses for the % transcript. For eg, distinction can be eastimated to be somewhat 3.6 and more, first division from 3.2 to 3.6 and second divison from 2.8 to 3.2.

Well, it depends on university. Some schools require students to live on campus at least for a year or for a semester especially if they are under age. But thanks to Covid, this rule is not mandatory right now.
