Have you seen the book and therefore know for certain? I know she has an amazing sense of humor, but I think she was offering it as a sincere answer.
Nixon was actually a very popular president. His Detente policy, helped the U.S. ease tensions with China at the midst of the Cold War.
So much funnier than any of the other interviews. She always adds something funny to the answer. So natural.

Brian, it’s my favorite of her albums, but my favorite song by my favorite artist is her _Rainy Night House_ on the “Miles of Aisles” album. I pretty much swoon every time I play it.
I'm glad you mentioned the title! I could for the life of me figure out what she said and listened to her answer over and over. "Head Zero"? "Hedge Row?" "Had She Wrote"? I guess, regarding my knowledge of Joni Mitchell's songs, that makes me a Head Zero. So there!
