Isseis speed and reaction time in base is around the speed of light. Furthermore, in the LN, Ophis (a dragon) uses skin from great red (another dragon) to rebuild isseis body after its torn up in the dimensional gap. The dimensional gap is an area where pressure and gravity is so intense, that anything caught in it is almost instantly torn apart. Great red is able to survive this obscene pressure and thus, he lives in the dimensional gap. So once isseis body is re-built, his skin is so tough that it can withstand this intense pressure. So even if Naruto was able to blitz him, Naruto wouldn’t be able to dent his skin. Expanding on this, Issei would be able to withstand all of Naruto’s attacks with ease in BASE. That’s not accounting for his boosted gear armor, or a queen promotion. To add on to this, Issei is able to boost his power, whilst stealing Naruto’s strength, and he’s able to use the strength he stole for himself. Theoretically you could also make the case that Issei could drain Naruto’s chakra before he could fire off any Jutsu. In terms of destructive power, Issei is shown to be able to blast away mountains with ease after only 3-4 boosts. He gets to a point where he can boost continuously without a cool down, so in theory, he can boost beyond Naruto’s level with ease in around 20 seconds.
