@@dkrawk8309 I used to be an MP stationed in Seoul back in the eighties. I personally negotiated payments to have charges dropped. Always a pain and suffering aspect, almost always between $100-$120 from the soldier. I don't know how the "victim" and KNPs split that. It was so common that we had a formal procedure between the KNPs and our MP desk for confirming the charges had been dropped.
