Yes you can. You will be better off as an administrator though, I believe. To become a developer it's a little bit more demanding, you will do backend(with a language similar to java and a language similar to sql) and frontend developement(with a js framework and with some proprietary tools and languages). If you want to become a developer it would be difficult if you don't have experience in web development.
