I agree with Sen Hontiveros that the problem with SBOPs or companies that service foreign gambling companies is their association with PAGCOR. Whether justified or not, anything associated with PAGCOR having to do with offshore will be viewed with the same skepticism as POGOs. PAGCOR may argue that these SBPOs work for foreign gambling companies so PAGCOR must license them. But that also makes no sense because those foreign companies are in foreign countries with their own PAGCOR and PAGCOR in the Philippines has no business regulating their activities in foreign countries. There's a parallel here with Bangko Sentral as it doesn't license or regulate the activities of call centers of foreign banks since those foreign banks are not doing banking in the Philippines and Bangko Sentral doesn't interfere with their regulators in their home countries. The solution is to have the regulator of all BPOs, namely DTI and DICT remain the regulator of SBPOs, not PAGCOR. PAGCOR can certainly help by assisting communication by those agencies with the foreign PAGCORs to make sure that the SBPOs are legally allowed to operate and service gamblers in those foreign countries.
