i feel like the reason why we don't need the power armo training for fallout four is because the vault dweler is former military so it would make sense that he had power armor training especially if he was part of a heavy armor infantry division

So many wrong information with this video. First, the Chinese developed a Stealth suit, not the same kind of Power Armor like the one Americans used. The model from the video is from Fallout 76, and it isn't cannon in the lore. It is for in-game Atomic shop Power Armor skin. Secondly, there is no T-45B (3:24). The one from Fallout 3, 4, and 76 is just called T-45. However, there is the model T-45d, which is the commonly use model in Fallout: New Vegas. Thirdly, 10:38, that is not an Advance Power Armor MK.2, but a model of the Midwestern Brotherhood Power Armor from Fallout Tactics.

To be completely fair, Fallout 4 allows for different models of the T-45 and all other T-series power armors e.g. T-60 can be T-60b or T-60f depending on how you upgrade it. T-45 without a letter designation is just T-45a, and with the existence of T-45d, we can assume T-45b also exists.
The Brotherhood Power Armor looked awesome in the Fallout show. I love using it in the games too.

The TV show Proves that Vault tech dropped the bombs and ended the world and there's no proof the Chinese actually made a power armor suit but American made the Pulse gun in case they could reverse engineer from any on the battlefield
The show only proved that Vault Tec had the capability and intent but not that they actually pushed the button.
Vault Tec had lots of unfinished projects when the bombs fell.

Within 2 minutes you were already spewing false facts and lore. Wont even bother watching the rest. Cold fusion was never made public it even says that in the show cault tec bought the company and buried the research.
